Communal Foreign Policy: A Tool for Achieving Target Goals and for the Progression of Social Equality in the Global South and Global North

In his working paper the author Mr Khai Phung is aiming to introduce the concept of district partnerships as a tool of communal foreign policy.

Besides the international relations on state level, nowadays more and more districts and cities form partnerships with each other to foster mutual understanding and peace. Communal networks of today have developed from historical goals like reconciliation, aid and Völkerverständigung into for example project partnerships, development policy and peacemaking. Considering this broad spectrum of possibilities it will be an interesting endeavour to observe the various consequences of a district partnership between Marzahn-Hellersdorf and Hoàng Mai. The objective here is to give an account of the history and contemporary development of each district to both the public and the actors involved in this development process.
